NCIC-Interpeace Marsabit County Peacebuilding Programme – Stabilisation Phase

The project responds to the recent intensification of violence in the decade-old conflict in Marsabit County and aims to prevent a further escalation in the context of the 2022 Kenyan general elections, while laying the foundations for a longer-term peacebuilding engagement. Upon request from the County Government of Marsabit and the Marsabit County Commissioner, a joint NCIC-Interpeace team carried out a rapid conflict assessment in June 2021. The assessment identified several root causes of the Marsabit conflict, while also confirming the immanent risk of a further escalation of violence in the context of the 2022 elections. With the support of the European Union (EU) and the Swiss Agency for Development and Cooperation (SDC), Interpeace is therefore scaling up its peacebuilding activities to Marsabit County through this project. Informed by the successful peacebuilding approach employed in Mandera and the North Rift, the project aims to facilitate the brokering of ceasefires between communities by establishing a local peacebuilding team and grassroots peace structures and by conducting intra-and intercommunity dialogues to build consensus on the urgent need to for a cessation of hostilities. Moreover, the NCIC-Interpeace team will work towards the endorsement of a Marsabit Peace Charter, committing key electoral stakeholders to promote peace and to refrain from inciting violence during the 2022 elections. Interpeace recognizes that this short-term stabilisation of Marsabit County can only be the first step in a longer-term engagement. Therefore, it also aims to garner support for, and investment in, further peacebuilding initiatives that would be able to build on the infrastructures established through this project.
